Does this use Korean counting age?
No. It counts completed years since birth, not the former Korean counting-age convention or birth-year age.
Why is February 29 treated as March 1 in a non-leap year?
This calculator compares the month and day to the birth date. February 28 is still before February 29, so the completed-year count advances on March 1. Legal rules may use another convention.
